The irony here is the the character on the right is known as “Newbie,” in as such that he is ALWAYS the “new guy.” However, I have a reasonable explanation. Minion Number 2 is obviously talking about the latest Minion Number 13, who by definition isn’t going to last more than a day or two at most, making any given Number 13 newer even than the “Newbie,” while not lasting long enough to get awarded his perpetual status.

Anyway, I thought it was fun to bring together the two characters who always wear gas masks together to compare notes about their headgear.
